The Improving Human Resource Capacity at National Hospital of Paediatrics: Education and Training
Description:The National Hospital of Paediatrics (NHP), Hanoi, is one of Vietnam’s key providers of paediatric services. With support from government and international donors, the hospital has planned a major redevelopment for the period 2007 - 2020, guided by a feasibility study and a health services strategy prepared with Royal Children’s Hospital International, Melbourne (RCHI), a business unit/department of RCHM. NHP, with the support of RCHI, has developed a three year education and training strategy to support the improvement of human resource capacity as part of this redevelopment plan.
The overall goal of the Project is to improve child heath in Vietnam by improving NHP workforce skills, systems and management to provide high quality paediatric specialist services and teaching. The overall goal of the Project will be supported by three component objectives. The three components are:
- Workforce capacity to teach and to learn (Department of Community Child Health, Training and Research – (DCCHTR);
- Leadership and support services capacity to lead, manage resources and provide support to clinical services (Directorate of Finance and Support Services); and
- Clinical services to have skilled workforce, management & systems to provide improved services. (Directorate of Medical Specialities and Neonatal Services).
Under component 1, priority is given to the development of capacity for the planning and management of education and training services, and to providing the basic support needed for the E&T program. Capacity in planning and management is considered a priority because this will be key to obtaining and managing further donor support for the program.
In component 2, priority is given to development of the skills of the hospital leadership and managers to enable them to lead and manage the redevelopment program; as well as to the human resource and health service planning and monitoring systems and capacities, which will be needed support planning and reporting.
In component 3, priority is given to professional training and development of the medical and nursing workforce, and to the development of two model integrated cross-disciplinary and cross-department theme development programs. A fourth area of priority is a program to improve child protection and community engagement which will provide a basis for the hospital to advocate for and support the development of satellite paediatric services in provincial and district hospitals to manage primary and secondary levels of paediatric care, as recommended in the Strategic Health Services Plan.
